Scheme of placement, use and protection of hunting grounds on the territory of the Novosibirsk region

At the present time, humanity has really realized the need to take care of the natural environment. The laws by which nature operates have always existed, and only now have people practically realized this, their contradictory connection with the main directions of social life, trying to do something to resurrect the already almost lost, correct the corrupted, prevent and limit the further destruction of nature.

International practice of environmental management shows that economic methods of environmental regulation are the most effective.
The introduction of economic mechanisms into the practice of domestic environmental management has really begun only ten years ago, so now the regulatory economic mechanisms are at the stage of formation, implementation and overcoming significant difficulties. The greatest difficulties are related to the fact that the introduction of the paid environmental management mechanism coincided with the difficult socio-economic conditions of the transition period.

One of the main reasons for the problems under consideration is that the state continues to persist in the stereotype of an orphan, irresponsible, third-party attitude to natural resources and objects, to the protection of nature in General. The ideology of “everything around is national and everything around is mine” continues to persist.

Against this General background, and even with reference to modern socio-economic difficulties, a whole range of reasons is negatively affected, the main of which are associated with an insufficiently clear definition of the Federal legislation, chronic non-compliance with its laws and regulatory framework, as well as weak control and responsibility for such a situation.

In order to improve the mechanisms of environmental regulation and implementation of articles 32 and 39 of the Federal law of July 24, 2009 N 209-FZ “on hunting and conservation of hunting resources and on amendments to certain legislative acts of the Russian Federation”, an order of the Ministry of natural resources and ecology of the Russian Federation was issued on 31.08.2010. № 335 “On approval of the procedure of the mapping, placement, use and protection of hunting grounds on the territory of the Russian Federation, as well as requirements for its composition and structure”, who claimed the order of the mapping, placement, use and protection of hunting grounds on the territory of the Russian Federation.

The scheme is developed on the basis of materials of the state hunting register, data of the state monitoring of hunting resources and their habitat, materials reflecting the state of hunting management of the subject of the Russian Federation, materials of field research, the forest plan of the subject of the Russian Federation, schemes of development and placement of specially protected natural territories, available departmental materials, cartographic materials, literary sources. The scheme is made for 10 years.
In July 2011, Novosibirsk hosted a meeting Of the government of the Novosibirsk region, which approved resolution No. 284-p of 05.07.2011 on approval of the long-term target program “development of hunting and scientific support in the field of hunting and conservation of hunting resources of the Novosibirsk region for 2011-2013”.
The program is consistent with the General principles of the Concept of environmental protection of the Novosibirsk region for the period till 2015, approved by order of the Governor of the Novosibirsk region dated 17.11.2009 № 283-p, consistent with the main policy priorities of public authorities of the Novosibirsk region, defined in the Programme of socio-economic development of the Novosibirsk region for 2011-2015, approved by the Law of the Novosibirsk region dated 02.12.2010 № 10-OZ.
The purpose of this program is to ensure the conservation, reproduction and sustainable use of hunting resources in the Novosibirsk region as a basis for the development of the hunting economy. The main objectives of the program are as follows:

Increasing the productivity of hunting grounds;
Improvement of forms and methods of state hunting control and supervision over compliance with legislation in the field of protection and use of hunting resources and their habitat;
State monitoring of hunting resources;
Meeting the demand of hunters for the opportunity to perform hunting, their choice of hunting conditions and obtaining services in the field of hunting.
As part of the implementation of the “Program”, a territorial planning document will be approved – a scheme for the placement, use and protection of hunting grounds in the Novosibirsk region. This document provides for the allocation of at least 20% of publicly accessible hunting grounds in areas where this is possible. It will also allow you to get information about the explication of hunting grounds, the area of fixed hunting grounds, their actual condition and compliance with current legislation.
This will make it possible to make management decisions aimed at preserving, restoring and increasing the number of hunting resources, regulating their use, filling the state hunting register with up-to-date documented information about hunting resources, their use and conservation, and hunting grounds, and obtaining research and development recommendations for individual groups of animals, and implementing measures in the field of organizing and maintaining a hunting economy.
